A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §18A-3-2b, relating to promulgation of rules for minimum scores for basic skills and subject matter testing to qualify for a professional teaching certificate.

Be it enacted by the Legislature of West Virginia:


ARTICLE 3 Training, Certification, Licensing, professional Development.

§18A-3-2b. Basic skills and subject matter testing.

The state board shall establish testing standards for basic skills and subject matter proficiency and shall promulgate rules, pursuant to the provisions of §29A-3B-1 et seq. of this code, setting the minimum passing score for each test as a condition of qualification for a professional teaching certificate under the provisions of §18A-3-2a of this code. The board shall not require passing scores for mathematics certification to be higher than the scores accepted in any state bordering West Virginia.

 

NOTE: The purpose of this bill is to require designation of teacher certification examinations and passing scores be set by rule of the State Board of Education and to keep mathematics proficiency scores in line with surrounding states.
